Chuck served as President of the Firm from 1994-1999. His practice is devoted primarily to finance and real estate with more than 40 years of experience. He is listed in The Best Lawyers in America for Public Finance and Real Estate and was selected to the Pennsylvania Super Lawyers list for Bonds and Government Finance in 2011 and 2014. Additionally, he was named Best Lawyers® 2011 and 2017 Public Finance “Lawyer of the Year” in Pittsburgh.

Chuck focuses his practice in:

  • Finance/Banking with an emphasis on governmental, higher education, healthcare and tax-exempt financing
  • Real estate development and commercial leasing
  • Representation of nonprofit organizations and their boards, particularly on mergers, sales and other significant events

Representative transactions include:

  • Representation of an auditorium authority, as bond counsel, on bond issues in 1999 to fund two stadiums and a convention center expansion
  • Representation of a redevelopment authority, as bond counsel, on special tax development bonds to provide funds for economic development
  • Representation of a major state agency on over $500,000,000 of forward interest rate swaps
  • Representation of a major state agency in drafting its “base” trust indenture to govern future financings
  • Representation of charitable organization involved in sale of nonprofit hospital to for-profit entity and assisting surviving charity in establishing charitable foundation
  • Representation of independent committee of board of directors of nonprofit organization in sale to for-profit entity
  • Representation of real estate investors in purchasing properties leased to credit tenants such as Wal-Mart and CVS
  • Representation of local government units and developers on financings secured by tax increment from real estate development project
