Ray has 40 years of legal experience and focuses his practice on matters that involve land use and municipal laws.  Ray previously served as a city solicitor and is a Director and a member of the Business, Construction and Real Estate Groups.  Ray has significant experience advising clients in tax appeal litigation and has done so in Allegheny, Bedford, Indiana and Washington Counties, Pennsylvania and Brooke and Hancock Counties, West Virginia.  He is currently representing numerous, commercial, industrial and residential property owners in tax assessment appeals.

Experience

Ray has served as a Director at Cohen & Grigsby since 1998. Prior to joining the firm, he was the owner of Raymond J. Hoehler, P.C., in Greensburg, Pa., from 1981 to 1998.

He was a Partner at Millstein & Hoehler, also in Greensburg, from 1973 to 1981. He began his legal career as an associate with Hollingshead & Mendelson in Pittsburgh in 1971.

He served as the solicitor for the City of Greensburg in 1992 and 1993 and solicitor for Greensburg’s Zoning Hearing Board from 1987 to 1992. He has represented both municipalities and private property owners in zoning and land use matters.

Ray has also represented corporate and individual clients in commercial, industrial and residential development projects; and he has represented banking institutions in commercial and residential construction and mortgage financing.

His noteworthy cases include representing a corporate client in structuring, negotiating and documenting an asset purchase transaction for a 1,000-acre tract of land, 15 million tons of coal and coal preparation facilities and equipment.

He also represented a corporate client in structuring, negotiating and documenting a transaction to develop, finance, construct and operate a $250-million independent power production facility. He served as counsel for another corporate client in a complex antitrust litigation action that resulted in the largest buyout of an un-built independent power project in Pennsylvania.

Additional Roles

Throughout his career, Ray has served as a member of the Allegheny County Bar Association and the Pennsylvania Bar Association.

His community services have included being a board member for the Greensburg Recreation Board from 1978 to 1985. He began serving as a board member for the Aerobic Center Municipal Authority in 1990.
